If the listing is an auction, the Best Offer rules may change after a bid is received, and some categories have restrictions. Do not use the offers guide as if it described any auction.
Buyer: set a maximum before sending
the offer price is a consequence of your valuation.
Start with PRICE: select sold comparables, adjust for condition and add shipping. Then decide the maximum you would pay for that unit. That maximum does not have to match the “best chance to haggle”.
There is no official evidence that “20% less always works”. Category, liquidity, time listed and the seller’s strategy change the answer.
Deadlines and attempts are product data

The current seller help states 24 hours to respond to a Best Offer; seller counter-offers also expire in 24 hours. The buyer help says that five offers can be made on most items and ten in most vehicle categories.
Treat those figures as P0: they are useful for the guide, but they must not stay hard-coded for years without review.

For a seller, the operational event is the order being paid/ready to ship. For a buyer, accepting implies a commitment, but they must still complete checkout when the flow requires it.
A rational negotiation example

If high-quality comparable sales cluster around 90–105 €, the listing is at 115 € and shipping is 8 €, you may decide that your maximum total cost is 104 €. Your opening offer can leave room for a counter-offer, but the important point is that you will not accept a response that exceeds your maximum.
For the seller, the equivalent is a net minimum after fees and shipping. FEES lets you translate a gross offer into the money that would actually remain.

Negotiation cases: buyer and seller use different limits

Buyer: the listing is at 120 €, your sold comparables suggest 90–105 € and shipping is 10 €. If you decide that 105 € total cost is your maximum, an offer of 95 € for the item leaves little room for shipping; a counter-offer at 110 € already exceeds your criterion even though it looks like “only 15 € more” than your first proposal.
Seller: you need to receive at least 85 € net. You cannot use 85 € as the minimum gross offer without calculating fees and logistics costs. FEES translates that net amount into a minimum sale price. That way you avoid accepting a figure that looks sufficient but ends up below your target.
Seller offer to interested buyers: it is a useful native tool for moving stock, but it does not prove that all interested buyers have strong intent. Favourites, views or interest are behavioural signals, not a commitment to buy.
Counter-offer: each new proposal must be evaluated against your maximum/minimum, not against the previous one. Psychological anchoring makes an intermediate figure seem reasonable just because it sits between two numbers; comparables and total cost are a better anchor.
If the buyer accepts but the order is not yet paid, the seller must not ship. eBay’s page distinguishes acceptance from successful payment in several offer flows. Wait for the operational status of the order, not a screenshot of the message.
When the negotiation leaves the native feature and someone proposes paying another way, it stops being a matter of “getting a better price” and becomes SAFETY. Protection and traceability are worth more than a small apparent discount.
How to apply this guide to a real case without losing traceability

To use this guide in a real transaction, first create a minimal negotiation record. There is no need to copy all of eBay: keep only the data that changes the decision. To prepare an offer or counter-offer, the core fields are sold range, maximum/minimum, shipping, fees and payment status.
